Best rockfish/striped bass lure?

I've been fishing for rockfish in the Chesapeake for a while now (largely unsuccessfully) and was hoping that someone might have some insight into lures/bait that rockfish tend to favor. I'm generally land casting with a standard rod and reel or out in a kayak so anything that would be favorable under those conditions.
