Which is a better place to move? Chesapeake, Va or Baltimore Maryland?

I currently live in Charlotte, NC- its ok, but nothing really to do. It is not as diverse and does have a lot for fun and excitement. I found my two greater picks between, Chesapeake and Baltimore; so what do you guys think? Im looking for fun, some congestion (Traffic, but nothing too crazy) and a place that is accessible to other fun cities and areas easy. Im 26 and, I want to have to fun. Charlotte bores me! Please help!
